Development of an evaluation plan is done at the proposal stage, wherein project goals and objectives are addressed individually to determine appropriate evaluation methods. 

Assistance is provided to proposal authors in focusing goals and refining measurable objectives in the text.  A logic model or evaluation matrix is developed to ensure thorough evaluation.

A sample evaluation matrix (logic model) is shown in the table below.

An evaluation scope of work, budget, budget justification, and supporting text are developed for proposal submission.  Evaluation budgets are generally a minimum of 10% of the overall proposal budget.

We have provided internal and external evaluation services for dozens of grants funded by the National Science Foundation, the National Oceanic and Atmospheric Administration, the National Aeronautics and Space Administration, the United States Departments of Education and Agriculture.  Our evaluations often include a mixed-methods approach that combines qualitative and quantitative analysis, including front-end, formative, and summative evaluation reporting.
