CIRES/Regional Drought Information Systems Coordinator
The Cooperative Institute for Research in Environmental Sciences (CIRES) and the National Integrated Drought Information System (NIDIS) are seeking a full-time Regional DroughtInformation Systems Coordinator to work as part of an interdisciplinary team as the coordinator for selected regional NIDIS drought early warning information systems. NIDIS is afederal interagency and interstate effort to establish a national drought early warning information system in the U.S.
The successful applicant will work as part of a team to advance NIDIS through a number of strategies:
- Developing the leadership and networks to implement an integrated drought monitoring, forecasting, and planning and preparedness system at federal, state, and local levels
- Fostering and supporting a research environment focusing on drought risk assessment, assessing vulnerability and planning, drought forecasting, monitoring, drought impact collection and analysis, and drought mitigation. Integrating these research activities and outcomes into the regional drought early warning information systems.
- Providing and promoting accurate, timely, and integrated information specific to regional needs and economic sectors
- Developing content and interactive components for the U.S. Drought Portal (drought.gov)
- Providing a framework for public awareness and education about droughts and high-precipitation events that ameliorate or terminate droughts
- Serve as a Program point of contact for federal agency partners, tribes, states, municipalities, partner academic institutions, the private sector, and other organizations forregional drought early warning information, mitigation and response planning, drought and relevant climate outlooks.
- Develop mechanisms (e.g. decision support system tools and trainings) to integrate state/regional drought planning efforts with monitoring/forecasting activities atfederal, regional, and state agencies and universities.
- Advance the integration of research on drought indicators and triggers, drought impacts, and the use of drought information, with adaptation and drought resilience efforts tomanage water resources, reduce vulnerabilities, and mitigate impacts.
- Work collaboratively with organizations and programs, such as the National Drought Mitigation Center (NDMC), NOAA’s Regional Integrated Sciences andAssessments (RISAs), the USDA Climate Hubs, and the Bureau of Reclamation’s Drought Program, which support NIDIS regional drought early warning systems.
- Work closely with State Climatologists, state and regional drought planners, disaster emergency managers, and others to coordinate drought outlooks and forecast and response information delivery, as well as tribal, state, and local drought planning efforts; and expand participation in regional post-drought assessments.
- Develop and maintain effective working relationships with the technical NIDIS Working Groups, comprised of subject matter experts, to integrate the work of theGroups into the DEWS.
- Collaborate in the development of evaluation metrics and assessments to measure the progress, success, and transferability of drought early warning information in the con text of long term planning, preparedness, and resilience efforts by Tribes, states, local governments, and economic sectors.
- Identify and create timely, temporally and spatially relevant web content about the regional drought early warning information systems for the U.S. Drought Portal(drought.gov).
- Assist NIDIS Program staff in event-planning activities to convene regional and national workshops, outlook forums, trainings, webinars, and conferences.
- Frequent domestic travel required of this position.
- Coordinate, organize, and write strategic work plans, meeting summaries, project reports, and follow-up documentation.
- Serve as a project manager by reviewing, evaluating, and managing project statements of work for a variety of activities being implemented in the regional drought early warning systems.
- Develop/sustain/expand teams of partners who support DEWS activities. Work with regional partners to develop and implement regional DEWS strategic work plans.
- Provide technical support for regional, state, or local drought scenario planning activities, such as drought tabletop exercises or drought simulations used to test drought plansand evaluate risk scenarios.
- Special projects as assigned.
- The position is located in the NIDIS Program Office at NOAA’s Earth System Research Laboratory in Boulder, Colorado
- B.S./M.S in natural or water resource management, geography, public policy, economic s, communications, or environmental science
- Mid- to senior-level experience in developing and implementing regional, watershed-scale, or state drought plans, water or land resources management plans, or disaster hazard mitigation plans, and participating in regional, state, or local drought task forces or other similar collaborations.
- Demonstrated ability to develop effective and cooperative relationships with federal, tribal, state, local agencies and universities. Experience with Tribal partners is highlydesired.
- Demonstrated skills in collaborating with the private sector, including industry corporations.
- Demonstrated strong organizational and project management skills in a fast-paced environment.
- Experience in developing and implementing comprehensive strategic plans involving a multitude of partner interests.
- Experience in engaging users and stakeholders across a variety of economic sectors and communicating drought-related information and research.
- Ability to work independently, as well as collaboratively with a diverse group of partners.
- Excellent demonstrated written and oral communication skills; ability to present complex ideas concisely through written and verbal delivery for different audiences
- Demonstrated effective facilitation skills.
Required Work Experience:
- Minimum 5 years work experience in one or more of the following: water resources, natural resources, drought, disaster hazard mitigation, climate extremes, public policy,communications, and economic valuation.
